What is Holiday Ride?

In November 2024, Minnesota Valley issued the tribe a cease-and-desist order and threatened to disconnect Prairie’s Edge if the system was activated. The tribe countered that the utility’s generation restrictions did not apply because the system was designed solely to power its own property and would not feed electricity back onto the grid.

The array, which includes an 800-kilowatt battery storage system, is expected to cover about 30% of the casino’s electricity needs. Prairie’s Edge is the Upper Sioux Community’s principal economic engine, helping fund housing, healthcare, education, and public safety.

In June, Administrative Law Judge Joseph Meyer sided with the tribe, finding Minnesota Valley’s policies did not prohibit behind-the-meter generation and that disconnecting the casino would violate the cooperative’s obligation to provide service.

Papanier said the components of Bally’s Chicago that are being “reset and re-contemplated” are “all in conjunction with the proliferation of VGTs”. While the current number of licences is low, he asserted that widespread proliferation could result in a “30% to 50% impact on top-line revenue” for the casino and it would be “irresponsible” to continue construction “until we understand what the landscape looks like”.

Bally’s stock jumped 7% in trading on Monday to $9.84. Shares had fallen 30% in the last month in response to uncertainty in Chicago and warnings about the company’s ability to continue as a growing concern in its Q2 earnings report. Former CFO Mira Mircheva resigned on 4 September, prompting Papanier to take over the role on an interim basis.

The VGT dispute and construction reset are the latest chapters in a long and bumpy road for Bally’s since winning Chicago’s sole casino licence in 2022. Work has been halted for debris overflow and for unapproved contractors, and the company faced an $800 million funding gap that was eventually filled through a financing agreement with Gaming and Leisure Properties. Potential interference with city water lines also necessitated a significant redesign of the hotel plan.

iGaming was not the industry I set out to work in. Before 2021, I worked in finance and business – agro companies, management consultancy and investment funds, none of which were remotely linked to the industry.

In 2021, I joined an investment fund focused on startups harnessing AI and machine learning. In the process, I had a chance encounter with an iGaming investor. This sparked a conversation that would change the course of my career. He pointed out that iGaming was dramatically underutilising its data potential. There was an opportunity here, and once we began exploring it, the thread just kept unravelling.
